Transition Process:

Mayor appoints co-chairs of task forces
Task forces (10-12 per task force), a combination of appointees and volunteers
3-4 meetings will be held within 3-4 weeks
By last meeting, task forces will generate recommendations
Each Associate Manager will coordinate work of a sub-group of task forces
Each governmental service task force will be staffed by a technical adviser from the city departments.
Task Force meetings may be held at local colleges

Transition Goals:

To identify opportunities for city to move forward
To recommend strategies for capitalizing on opportunities
To identify a talent pool of individuals with specialized expertise
To mobilize citizens interested, willing and able to help city move forward

Final Product:

Each Task Force focus area committee will produce a brief report that:

Identifies Strengths, Weaknesses, Opportunities, and Threats (SWOT) within their assigned topical area.
Prioritize the issues identified in each SWOT category.
Develop a short strategy (recognizing "people and money" constraints) for dealing with the top three prioritized issues each within the Weaknesses, Opportunities, and Threats lists.
Provide a consensus, final prioritized list of the overall "top five" issues/strategies developed.
Include a list of Task Force focus area committee participants with contact information in the final report.

Task Force Process:

Co-chairs call first meeting
Meeting Recorder is selected
Each task force meeting should last no more than 60 to 90 minutes
Start with introductions
Keep roster of participants' names and contact info (including phone numbers, addresses, and email). Update roster each meeting.
First task is to identify important issues in the subject areas of the particular task force; Recorder should list all issues brought forward;
List of issues should be prioritized by the group by the second meeting. Second meeting should end with a list 3-5 of the most important issues and opportunities.
Final meeting should focus on recommendations of action steps to be taken.
Report should be submitted by the task force chair to the Associate Manager
