Greetings!

It is our hope that everyone had a safe and enjoyable
Fourth of July. The City of Mobile started the month of
July with the Amnesty Program, designed to bring
freedom to thousands of defendants who have
outstanding fines. So far, people are getting the
message and responding. Please read on for more
about the Amnesty Program and other things going on
in Mobile.

Sincerely,

Samuel L. Jones
Mayor

City Offers Amnesty for Certain Municipal Offenders
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
On July 2, the City of Mobile began an amnesty
program for certain municipal offenders such as traffic
cases where fines are owed, traffic cases where
defendants need to enter a plea, criminal and
domestic violence cases where money is owed, and
Municipal Offense Tickets. By taking advantage of the
amnesty program, those who face jail time can avoid
being handcuffed, taken to Metro Jail, and having
family members or friends forced to pay to bail them
out.
Mayor Jones recognized the need for the amnesty
program during CitiSmart briefings. CitiSmart is the
city's new accountability management tool that
measures department effectiveness. Data showed
that thousands of offenders owed more than $10
million to the city. During the first week of the program,
defendants took advantage, netting a total of more
than $40,000, and more than 16,000 hits to the city's
website.
There are several ways to submit payments (by money
order or cashier's check), mail payments
to:
Hey Mobile - Let's Can the Litter!
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~

On June 30, Mobile kicked off an anti-litter campaign
called Let's Can the Litter with the first ever
Litter Summit in Mobile at the Z-Technology Center at
Hank Aaron Stadium. Bob Haskins, director of Keep
Mobile Beautiful, moderated the panel of
neighborhood leaders who have spearheaded
successful litter campaigns. Topics included "Beauty
is Good for Business," "Litter League," "District-wide
Community Policing," and "We Want Our
Neighborhood Back!"

"We want to empower our citizens to take ownership of
the image our city presents to the rest of the world,"
said Mayor Jones. "Our goal is to never have to write
another litter ticket."

Last week, Mayor Jones and the City Council unveiled
the first of 200 new litter containers to be distributed
throughout the city. The litter containers are being
placed throughout the city in high pedestrian traffic
areas such as bus stops and busy intersections.

Council News: Street Renamed for Civil Rights Pioneer
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
The family of Dr. James H. Finley gathered at the
Mobile City Council meeting on Tuesday, July 3, 2007
as the Council changed the name of Dixie Street to
James H. Finley Drive. Dr. Finley's widow, Ms.
Joycelyn Franklin Finley, accepted a resolution
declaring the change and a ceremonial street marker.
A sign dedication will be held on Saturday, July 28 at
10 a.m.
Dr. James H. Finley was a civil rights pioneer in
Mobile, and opened Finley's Drug Store #2, the first of
a chain of Finley Drug Stores. The site of the original
store will soon be memorialized as part of the Mobile
African-American Heritage Trail.
Firefighter Honored for Bravery
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~

On May 1, Mobile Firefighters were dispatched to a
residential fire located at 3304 Autumn Ridge Drive,
West. The fire call was received at approximately 6:12
a.m. and when firefighters arrived shortly after at
approximately 6:19 a.m. they discovered the fire, which
was in the kitchen, had already been extinguished by
the owners' neighbor with a garden hose. It was later
discovered that that neighbor was off-duty Firefighter-
Driver Tommy Bishop, 51, a veteran with over 28 years
with the department. Bishop was awakened by his
neighbor pounding on his door and telling him his
kitchen was on fire. Bishop quickly got dressed, only
as a firefighter can do, ran across the street, grabbing
the garden hose and extinguishing the fire.

Bishop's quick action kept damage to the stove, vent
hood and wood cabinets above the stove. A couple
more minutes would have allowed the fire to do much
more damage to the interior of the residence. The
bravery earned Bishop the June Firefighter of the
Month Award.

Louisiana Katrina Evacuees in Mobile Can Learn About The Road Home Program
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
A representative from the Louisiana Road Home
program attended a City Council meeting recently to
tell the thousands of people who were displaced to
Mobile after Hurricane Katrina what they can do if they
want to go home.
The Road Home program is the largest single
housing recovery program in U.S. history. The
program's objective is to help Louisiana residents get
back into a home or apartment as quickly and fairly as
possible. To that end, The Road Home offers
assistance in many forms.
