City Unveils First Neighborhood Stabilization Program Success Story

On Monday, February 1, 2010, the City of Mobile unveiled the first success story for our Neighborhood Stabilization Program (NSP). The Neighborhood Stabilization Program (NSP) was established for the purpose of stabilizing communities that have suffered from foreclosures and abandonment. Through the purchase and redevelopment of foreclosed and abandoned homes and residential properties, the goal of the program is being realized.

Here in Mobile, the city has partnered with four sub-recipients groups, Housing First, Bay Area Women Coalition, Mobile Community Action, and the Mobile Historic Development Commission. These groups then reach out to members of our community who are looking for the opportunity at home ownership.

The first recipient of NSP was Marcella Moran, who worked with Bay Area Women Coalition. NSP funds may be used for activities which include:

• Establish financing mechanisms for purchase and redevelopment of foreclosed homes and residential properties;
• Purchase and rehabilitate homes and residential properties abandoned or foreclosed;
• Establish land banks for foreclosed homes;
• Demolish blighted structures;
• Redevelop demolished or vacant properties.
