Notice is hereby given that the City of Mobile will receive sealed bids for the above stated project on Wednesday, October 23, 2024 no later than 2:15 PM. Bidders shall insert sealed Bids into a receptacle, marked “City of Mobile Bids”, located in the elevator lobby outside the office of the City Clerk’s Office, 9th Floor South Tower, Government Plaza, 205 Government Street, Mobile, Alabama 36602. The same will be publicly opened and read at 2:30 PM in the Atrium Lobby of Government Plaza. The Prime Contractor must include UEI number (Unique Entity ID) with their bid, and possess and maintain an active SAM.gov registration through the duration of the contract. Additional bidding instructions are detailed in the Project Manual.

A non-mandatory pre-bid will occur Thursday, September 26, 2024, Monday, September 30, 2024, at 10:30 AM local time, commencing at 1959 Bay Bridge Road Cutoff, Mobile, Alabama 36610. This project is Tax Exempt.

Any contract awarded under this Invitation for Bids may be paid for in whole or in part with grant funding from the United States Department of the Treasury (“Treasury”) and the Alabama Department of Conservation and Natural Resources (“ADCNR”) under the Resources and Ecosystems Sustainability, Tourist Opportunities, and Revived Economies of the Gulf Coast States Act of 2012 (RESTORE Act). Any contract resulting from this solicitation will be subject to the terms and conditions of the funding award, the RESTORE Act Financial Assistance Standard Terms and Conditions and Program?Specific Terms and Conditions, the Standard Sub?Award Terms and Conditions, the RESTORE Act, 33 U. S. C. 1321(t), Treasury Regulations 31 C. F. R. § 34 et seq., including 31 C. F. R. §§ 34, Subpart D, all applicable terms and conditions in 2 C. F. R. Part 200 (including Appendix II to Part 200), and all other OMB circulars, executive orders or other federal laws or regulations, as applicable. Notwithstanding the above, neither ADCNR nor Treasury, or any of their agents, representatives, or employees, is or will be a party to this Invitation for Bids or any resulting contract. Further, any contractor awarded a contract under this Invitation for Bids shall not be deemed to be an agent, representative, employee or servant of ADCNR or Treasury.

Minority and women’s business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities and equipment, material and/or supply needs.

All bidders must make positive efforts to use small and minority owned business and women business enterprises. All bidders will be required to submit documentation to supporting compliance with 2 CFR 200.321 by making positive efforts to use MBE, WBE and SBE as subcontractors and suppliers.

It is the responsibility of the BIDDER to check for, download and to include with their BID RESPONSE any and all ADDENDUMS that are issued for a specific BID issued by the City of Mobile. Failure to download and include ADDENDUM(s) in your BID RESPONSE may cause your bid to be rejected. This is a sealed bid. Any responses faxed or e-mailed will be rejected. This is a sealed bid. All responses must be submitted in a sealed envelope with the bid number on the outside of the envelope with the bid opening date. Any response that arrives improperly marked or with no bid number and opening date on the outside of the delivery or express package and opened in error will be rejected and not considered. It is the responsibility of the bidder to insure that their bid response is delivered to and received in the at the location or address specifically directed in the specification by the date and time prescribed.
