Barbara Malkove has served as Executive Director of Financial Services since 1990. As chief financial officer she is responsible for accounting, payroll, budgeting, treasury and investment, purchasing, inventory control and revenue. These departments are generally internal support of the other city departments but the revenue and investment departments are responsible for collecting, depositing and investing the funds that keep the city running. She initiates and finalizes the formal process of debt warrants, leases and the debt service payments. She serves on the boards of the City of Mobile Police and Firefighters Pension Plan and the City of Mobile Transit Workers Pension Plan. In order to keep citizens more informed about the financial status of the city the audited financial statements (CAFR) are available online at www.cityofmobile.org. These statements have received the Certificate of Achievement for Excellence in Financial Reporting for nearly two decades.

Barbara is both a Certified Public Accountant (CPA) and a Certified Government Finance Officer (CGFO). Prior to appointment as director, Barbara was a partner with a local firm, Wiik, Reimer, Lawrence and Dudley, CPA's (now Dudley, Chateau & Cox, CPA's). She served as the first female president of the Alabama Society of Certified Public Accountants and held other positions in that state group. She is a member of the American Institute of Certified Public Accountants (AICPA) and Government Finance Officers Association (GFOA), both local and national. She has served as treasurer of the Alabama Municipal Finance Directors Association and a Board Member of GFOAA. She is presently on the board of the University of South Alabama Health Services Foundation.

Barbara is a graduate of the University of South Alabama with a Bachelor of Science in Accounting and has served on the USA Alumni Association Board. She has been honored as an Outstanding Young Woman of America, Outstanding Career Woman of Mobile and Outstanding Alumni of UMS-Wright School. Barbara has served as treasurer of Mobile United, Rotary Club of Mobile - Sunrise, Mobile Opera, United Cerebral Palsy and other organizations including a local investment organization.

Barbara is married to Bernard 'Berney' Malkove and together they have six children and seven grandchildren.
